Would you say 武則天 Bhu Zêg Tiang of Tang Ciao 唐朝 was a capable lady?

 Bhu Zêg Tiang is the only female Emperor of China. Before her reign, only sons of noble families got to become officials and she introduced an Imperial examination system which allowed all Chinese to hold official posts. She could be considered as China's best Emperor. In Mandarin, her name is said as Wu Ze Tian.  I think she is a ghao5 ze1nioⁿ5.
